Job Summary
The Human Resources Manager will work closely with senior management and the Corporate Services Department to ensure the smooth operation of day-to-day human resources activities and to support the development of modern, equitable management practices tailored to the organization’s needs.
The Human Resources Manager is responsible for coordinating and carrying out day-to-day human resources operations. The incumbent supports managers and employees across various aspects of the employee lifecycle, including staffing, employee record management, day-to-day labor relations, training, health and safety, and HR communications.
Job Type
Permanent, full-time position (5 days/week – 40 hours), on-site at the SPCA de l’Outaouais’ offices.
Salary
Starting annual salary of $61,360 to $67,450 depending on experience (based on the current pay scale).

Key Responsibilities
HR Administration and Operations:
· Manage day-to-day HR activities and respond to routine requests from employees and managers;
· Maintain up-to-date employee records and HR systems;
· Coordinate the administration of benefits, absences, time off, and employment records;
· Ensure compliance with internal policies and applicable labor standards.
Staffing and Onboarding:
· Coordinate recruitment, job posting, and selection processes;
· Welcome and onboard new employees;
· Support managers with staffing needs and workforce planning.
Volunteer Program:
· Manage the day-to-day recruitment, posting, and selection of volunteers;
· Participate in welcoming, orienting, and integrating new volunteers into teams;
· Maintain up-to-date records, the database, and administrative tracking for the volunteer program;
· Support teams in planning and assigning volunteer needs for day-to-day operations and events;
· Collaborate on the implementation of initiatives to recognize and retain the volunteer community.
Employee Development and Manager Support:
· Coordinate activities related to skills development, training, and performance evaluations;
· Participate in the implementation of initiatives that promote engagement, motivation, and quality of life at work;
· Support managers in applying HR policies and practices.
Occupational Health and Safety:
· Handle the administrative follow-up of CNESST cases;
· Participate in prevention initiatives and help maintain a safe work environment.
Communications and HR Projects
· Participate in internal communications related to human resources;
· Collaborate on various HR projects and special assignments related to the continuous improvement of organizational practices;
· Perform any other related tasks that contribute to the smooth running of operations.
Desired Profile
Requirements
· Bachelor’s degree in human resources management, industrial relations, or a related field;
· A minimum of two (2) years of experience in a generalist human resources role;
· Experience in a nonprofit organization is considered an asset;
· CHRP or CRIA certification is considered an asset;
· Proficiency with Microsoft Office, including OneDrive and SharePoint;
· Knowledge of Agendrix and Employeur D is considered an asset;
· Excellent writing, analytical, and communication skills in French.
