Fluency in spoken and written French is required for this position.<\/em><\/p>\n<p><strong>Job Summary<\/strong><\/p>\n<p>The Director of Patrol and Government Services will work closely with the Executive Director to ensure the strategic planning and operational management of the patrol service, while strengthening government partnerships.<\/p>\n<p>The incumbent assumes overall responsibility for the operational management, regulatory compliance, and development of patrol services. This executive oversees the performance of field operations, ensures the team\u2019s ongoing training, and develops strategic relationships with<\/p>\n<p>government agencies (municipalities, MAPAQ, the Ministry of Wildlife, MTQ, etc.) to establish sustainable service standards and memoranda of understanding in all municipalities served.<\/p>\n<p><strong>Job Type<\/strong><\/p>\n<p>Permanent, full-time executive position (5 days\/week \u2013 40 hours), based on-site at the SPCA de l&#8217;Outaouais.<\/p>\n<p><strong>Salary<\/strong><\/p>\n<p>Starting annual salary of $85,000 to $100,000 Responsibilities<\/strong><\/p>\n<p><strong>Operational Management and Performance:<\/strong><\/p>\n<p>\u00b7 Lead field patrol and investigation teams in close collaboration with the team leader;<\/p>\n<p>\u00b7 Plan and organize operations within the service area, ensuring the teams\u2019 efficiency and safety;<\/p>\n<p>\u00b7 Maintain a fleet of vehicles and an inventory of equipment that are functional, safe, and appropriate;<\/p>\n<p>\u00b7 Develop, monitor, and analyze key performance indicators (KPIs) related to operations and interventions;<\/p>\n<p>\u00b7 Implement and optimize rigorous mechanisms for responding to reports from citizens.<\/p>\n<p><strong>Government Relations and Partnerships:<\/strong><\/p>\n<p>\u00b7 Develop and maintain strategic relationships with municipalities, MAPAQ, the Ministry of Wildlife, MTQ, and other public agencies;<\/p>\n<p>\u00b7 Prepare, negotiate, and rigorously monitor memoranda of understanding and service contracts with government partners;<\/p>\n<p>\u00b7 Represent the SPCA de l&#8217;Outaouais on regional committees, roundtables, and during public consultations.<\/p>\n<p><strong>Training and Skills Development:<\/strong><\/p>\n<p>\u00b7 Develop and implement a structured continuing education program for the response team;<\/p>\n<p>\u00b7 Ensure that team members hold the necessary certifications, knowledge, and skills to meet legal requirements;<\/p>\n<p>\u00b7 Provide guidance for the onboarding, structuring, and professional development of team members;<\/p>\n<p>\u00b7 Foster a culture focused on professionalism, skills development, and workplace safety.<\/p>\n<p><strong>Compliance, Regulation, and Administration:<\/strong><\/p>\n<p>\u00b7 Ensure strict enforcement of laws and regulations regarding animal control and animal welfare;<\/p>\n<p>\u00b7 Ensure standardized regulatory compliance and continuously adapt internal practices in line with legislative changes;<\/p>\n<p>\u00b7 Monitor legislative developments and serve as a point of contact for regulatory authorities;<\/p>\n<p>\u00b7 Develop and manage the patrol unit\u2019s annual budget, including planning for purchases and hiring;<\/p>\n<p>\u00b7 Ensure the maintenance of reliable records regarding interventions, travel, expenses, and client files.<\/p>\n<p><strong>Leadership and Organizational Culture:<\/strong><\/p>\n<p>\u00b7 Set clear collective and individual goals to motivate the team toward service excellence;<\/p>\n<p>\u00b7 Serve as an ambassador for the values and mission of the SPCA de l&#8217;Outaouais in all internal and external interactions;<\/p>\n<p>\u00b7 Foster a positive, healthy work environment focused on cross-departmental collaboration.<\/p>\n<p><strong>Desired Profile<\/strong><\/p>\n<p><strong>Requirements<\/strong><\/p>\n<p>\u00b7 University or college degree in management, public administration, public safety, or a related field;<\/p>\n<p>\u00b7 Significant experience in team management, staff training, and inter-institutional relations;<\/p>\n<p>\u00b7 Solid experience in field operations management (public services, safety, municipal police, regulatory management);<\/p>\n<p>\u00b7 Excellent writing, analytical, and communication skills in French;<\/p>\n<p>\u00b7 Bilingual proficiency in spoken and written French and English.<\/p>\n<p><strong>Desired Skills<\/strong><\/p>\n<p>\u00b7 Leadership and strong change management skills;<\/p>\n<p>\u00b7 Excellent communication, contract negotiation, and related to animal welfare, animal control, and the legal environment (a plus);<\/p>\n<p>\u00b7 Ability to work under pressure and navigate a political and public environment with
